Caritas Switzerland (CaCH) has been active in Bosnia and Herzegovina (BiH) since 1993. Our programme focus is on economic development and social inclusion. Our country strategy 2021-2025 includes four fields of action: income generation & local economic development, energy transition & climate change, migration and humani-tarian assistance. CaCH currently employs 15 national staff in BiH and implements projects in the areas of social inclusion, local economic and market systems development, energy efficiency and renewable energy sources, and humanitarian aid for migrants.

Objective of the Role:

CaCH maintains a Monitoring, Evaluation, Accountability and Learning (MEAL) system to support project and programme steering, accountability, and learning. This system utilises methods and templates for digital data collection, analysis, reporting, and feedback. The MEAL system aims to achieve three primary objectives:
  1. Project and Programme Steering: Supporting adaptive and evidence-based management decisions using real-time data.
  2. Accountability: Ensuring mutual accountability by tracking and reporting on the effects of interventions on target communities.
  3. Learning: Facilitating continuous reflection and learning to improve ongoing and future interventions.
CaCH ensures that MEAL practices are participatory, engaging head office staff, country teams, implementing partners, beneficiaries, and local authorities. Data and learning are shared and reviewed with a broad set of stake-holders.

Under the direct supervision of the Country Director, the MEAL Manager is responsible for the effective imple-mentation and continuous development of the MEAL system for all projects under the Country Programme. This includes a key role in the SDC-mandated “Local Economic Development in BiH” programme, under the oversight of an International Team Leader.

CaCH BiH is transitioning to an agile working model. Therefore, the successful candidate is expected to work in an agile manner, lead and contribute to working groups, and participate in communities of practice within CaCH both in BiH and internationally.

Key Responsibilities

1.Monitoring and Evaluation:

Design and Planning:
  • Facilitate the involvement of project staff, partners, and stakeholders in project design and MEAL activities through participatory workshops, surveys, and consultation sessions.
  • Support project teams in developing theories of change, strategic frameworks, and logical frame-works (e.g., Results Frameworks or Log Frames)
  • Lead the development of monitoring and evaluation plans, including setting performance and impact indicators and targets.
  • Helping determine performance and impact indicators and targets
  • Support proposal development for the MEAL components of new projects.
Data Collection and Management
  • Implement monitoring systems and design data collection tools.
  • Train field staff on MEAL processes and provide ongoing coaching.
  • Conduct data quality assessments to ensure accuracy and reliability.
  • Update the MEAL system semi-annually, review project results against log frames, and coordinate activities with project teams.
Data Analysis and Reporting:
  • Analyse quantitative and qualitative data and present key findings.
  • Develop and deliver reports (monthly, quarterly, or annual) based on project needs.
  • Disseminate evaluation findings and project results to donors and other stakeholders through reports, presentations, or newsletters, as appropriate.
Evaluation:
  • Support evaluation teams as a technical advisor or data analyst and, lead efforts in con-ducting internal and external project evaluations.
  • Facilitate systematic assessments of project effectiveness, efficiency, and impact.
  • Draft scopes of work for external consultants, manage consultant engagement, and over-see evaluation delivery.
2.Accountability and Learning

Accountability:
  • Support transparent and accountable project implementation.
  • Set up and manage mechanisms to collect, document, and act on stakeholder feedback.
Learning and Knowledge Management:
  • Facilitate knowledge sharing and promote learning across projects through workshops, online platforms, and internal review sessions.
  • Support capacity-building efforts within CaCH BiH and partners by organising learning sessions, sharing best practices, and promoting best practices.
  • Lead and participate in working groups, collaborative sessions, and promote learning from internal and exter-nal evaluations.
  • Participate in communities of practice.
3. Communications
  • Support communications efforts by ensuring that key learnings, case studies, and impact stories are ef-fectively documented and shared.
  • Contribute to the visibility and communication strategy of CaCH BiH by developing content for newslet-ters, reports, and social media, aligned with the organisation’s communication plan.
Any other tasks as arising in the frame of participation in agile working groups and / or as assigned by the Country Director 

Qualifications and skills:
  • Education: University degree in social sciences, economics, mathematics/statistics, or other relevant field.
  • Experience: Minimum of 5 years of experience in MEAL roles, including strong experience in project cycle management and using MEAL tools such as logical frameworks and result chains.
Technical Skills:
  • Proven experience in designing and analysing quantitative and qualitative surveys.
  • Expertise in data analysis using software such as KoBoToolbox, SPSS, SAS, Epi Info, or Atlas.
  • Advanced proficiency in MS Excel (pivot tables, data analysis functions) or other statistical anal-ysis software.
  • Communications: Strong verbal, written, and interpersonal communication skills in both English and Bosnian/Croatian/Serbian.
  • Training & Capacity Building: Demonstrated experience in training on MEAL concepts, tools, and ap-proaches.
  • Agile Work Experience: Experience in agile working schemes is considered an asset.
  • Organisational Skills: Strong time management, coordination, and organisational skills.
  • Interpersonal Skills: Outgoing, proactive, and solution-oriented thinker with a structured work style.
  • Other Requirements: A valid driver’s licence for cars.
