Value chain expert for Pro-poor Value Chain Development Project

Introduction to the Project
The one-year project is part of a wider intervention, coordinated by the Project Coordination Unit (within the Federal Ministry of Agriculture, Water Management and Forestry) and financed by the International Fund for Agricultural Development (IFAD), the Rural Livelihood Development Project.

Under the Pro-Poor Value Chain Development Project, the berries and medicinal and aromatic plants (MAPs) value chains will be supported, as a means to alleviate poverty, while adopting a pro-poor value chain approach. Geographic targeting will include the municipalities of Žepče, Maglaj and Zavidovići. The overall goal would be to demonstrate the feasibility of adopting the pro-poor value chain approach, generating a win-win for poorer actors in the chain, their strengthened organizations through demonstrable improvements in terms of trade for their members, as well as for private sector actors through increased business capacity. As part of the implementation, it will also be important to monitor implementation progress, adapt the approach according to beneficiaries’ needs, and concisely document the model adopted, for future replication by other value chain interventions in BiH.

Main responsibilities
Under the above-mentioned assignment, the incumbent’s responsibilities will include, but will not be limited to, the following:
  • Development (in coordination with other team members) of the Project methodological framework
  • Oversight and strategic guidance on the organization of the value chain workshops (including necessary stakeholders to attend), training sessions and other value chain events foreseen during the project, with a view of maximizing coordination among value chain actors in the field from initiation
  • Undertaking of value chain mapping and analysis
  • Contribution towards the development (in coordination with other team members) of marketing plans foreseen under the Project
  • Supervision of the preparation and implementation of business and investment plans for project beneficiaries
  • Support to smallholder farmers for marketing and business development
  • Coordination with the M&E Officer to build a replicable M&E (value chain-specific) plan
  • Preparation of progress and other reports that may be required by Oxfam and its implementing partners
  • Preparation of high-quality internal and external communication
  • Preparation of Terms of References (ToR’s) and work with short term (local as well as with international) consultants
The incumbent should demonstrate the ability of orienting the project implementation as to reflect the underlying development philosophy of Oxfam and IFAD with regards to poverty targeting, and strategic orientation.

Job requirements 
  • A Bachelor's degree in Agricultural Economics, Agricultural Marketing or a related field. Certification (diploma or even masters level degree) in Agribusiness and/or Value Chain development would be a strong asset
  • Documented experience in the area of marketing and agricultural value chains development, from input supply, production, to sales and marketing, preferably in the Bosnia and Herzegovina context 
  • Strong familiarity with the “value chain” terminology
  • Field experience, and demonsrable experience with supporting succesful value chain interventions. Previous work in support of pro-poor value chains would be a strong asset
  • Solid stakeholder management skills with a consultative approach to engaging with clients (i.e households, farmers organizations and SMEs, value chain actors, authorities and donors) 
  • Demonstrated experience with working in teams (including international experts), and respect for diversity
  • Ability to work under pressure
  • High level of competence in using Microsoft Office, Microsoft Project and Endeavour project management software
  • English and BHS language knowledge
  • Valid driving license

More information about the assignment
The one-year assignment would start by end of September/early October. 
The duty station will be in Sarajevo. Field visits within BiH are envisaged as part of this assignment.
The incumbent would work under the overall guidance of the Oxfam Country Director, and direct supervision of the Project Manager.
